The moment the girls entered, there was no optimal course of action to take.

If Yuiga would have been shouted that they are cleaning and the girls shouldn't come in, then the girls would have pointed out that the cleaning sign is missing, and somehow it's weared by Ogata. By their logic, and the fact that Yuiga didn't has his jacket on, this could imply indecent acts between the two, forced by Yuiga. "Cleaning in progress." on Ogata. HeuHeuHeu! Misunderstanding ensues, and the poor guy can't explain himself.

Best case scenario, they would have listened to him, listened to Ogata about the sign, but some of them also started undressing, so Yuiga still had to leave, walking out between undressing, or already undressed girls. "Don't you dare looking at us, pervert, you creep!" comments followed.

Either way, verbal and/or physical abuse was inevitable in that situation. Yet, he made it out, thanks to Sekijou and dizzy Uruka, who manifested her Thirst Ghost (Stand), who has the apperance of Yuiga coincidentally.

 

no, your logic is weird there. she could just went out first and told them "there is a guy inside, pls let him leave first."

 

also, there are their cleaning supplies to prove their innocent (check page 15 again) or simplier, the girls can go and check it with their teacher.

Plus there's also the fact that he was trusting her to resolve the situation in a sensible fashion when she said she would take care of it.  The reasonable answer, like her going out there and simply explain it, make them get dressed again for a minute and let him leave- like we see he was expecting in his inner monologue.  But she's comically socially inept and the simple approaches escape her, so he was kinda trapped the moment he put that faith in her- and we all kinda knew how naive and foolish that decision was even before the punchline was delivered.

Funfact: Chapter 15 features the trope "Idiot Plot", a series of events which could've been resolved instantly if only any of the characters were not complete and utter drooling morons.
And that trope applies quite upon everyone involved in its instigation. That means, not just the girl who just had to say "We're cleaning, at least let the guy out." That also includes the guy as well. There was literally nothing stopping him from shouting: "Ey, we're still cleaning the bathroom! Don't come inside!"

(y'all can make excuses all you want about how they were "embarrassed" and "panicking" but i feel like the FIRST instinct a human being has in this situation is to loudly yell "STOP! NO!"... "don't come in!". like.. plz. i kno this was set-up for the classic "guy stuck in a private room of naked girls". it was gonna happen no matter what the characters did.)

anyway, i was just frustrated with how stupid silly the setup for the fan service was that i wrote something stupid instead of trash talking to cope with it.

Just once, I'd like the "smart" protagonists actually be smart. Like knocking on the door to the changing room and calmly say that the bath is being cleaned and someone forgot to put the sign up. But I think that would be too much to ask.

 

There's a diffgerence between "smart" and "quick-witted"; Ogata's already been established as someone who cannot deal with people well, and flounders in social situations. She herself realizes this, in a way, and it's a reason why she wants to do psychology in college. You may call it having low social intelligence, if you like.

 

So it makes perfect sense that, under pressure, she'd crack and make (several) bad judgement calls in a row. I know that reality is unrealistic, but I myself have seen this happen a good number of times when I dealt with teenagers.

Just once, I'd like the "smart" protagonists actually be smart. Like knocking on the door to the changing room and calmly say that the bath is being cleaned and someone forgot to put the sign up. But I think that would be too much to ask.

Well, IMO, you have to realize she was likely pretty embarassed by the 'event', thus not on her right mind. Plus, on short notice, her choices were:
 
1) Be honest and say she and Yuiga were cleaning as punishment for going out late into the mountains: on top of having to deal with the stress of remembering the awkward moment, the girls would no doubt exaggerate their interpretation, even if they say "it was just an accidental kiss!", leading to calling Yuiga a pervert, leech and the like, damaging his reputation and making the situation awkward between him and Ogata for a long time due to constant pestering from their peers;
 
2) Not mention Yuiga and say she was cleaning as punishment for going out late into the mountais: on top of being pressured to explain what she was doing there, the girls might offer to help with the job (so it's faster), which would then cause Yuiga to be found in the sauna and labeled a peeping tom. Then, once Ogata tried to explain what was actually going on, option 1 would also be triggered. Worst choice;
 
3) Not mention cleaning or punishment at all, and instead try to keep the girls out of the sauna: possibly the safest and least embarassing option, at least in her not-so-collected mind.

He shows perceptiveness time to time, like when the glasses girl suddenly disappeared, he's can find where she is with a little hint, or when literature girl seemed depressed he found out the root of the problem and promptly resolve it (the pestering guy case). When he's calm he's pretty much seemed smart for me, I can easily see this as him panicking.
